Xdresdenx - Dreamweaver

I know this has been discussed hundreds of times in the past, but times have definitely changed, with meridian, war avatar, rebirth, etc. So, for a non r9, pve wizzy, what would be a good -chan to reach, while still retaining decent defense, power and hopefully crit? g16 probably out of the question atm, except maybe weapon.

Sample builds would be appreciated.
