Rebirth Question

If I rebirthed at lvl 101 and am now 100, can I get r9 at lvl 100 or do I have to wait for my current lvl to get to 101 to be able to speak with the npc and get the gear?

    Your current level has to be the requisite level for the gear (a faction mate rebirthed the second time having gotten rid of the rebirth armor, and wasn't able to get rank armor to use.) This is because you're granted the gear through a quest, which has a prerequisite minimum level, and quests use your current level, not your historical level.
