I am on a windows 8.1 OS and the Perfect World International: New Horizons client loads and updates right but when i go and click on Start it said Failed to start game then nothing happened. The only software change i have made to it so far is a total computer format and reload of windows 8 then all the updates to windows 8 and windows 8.1

First check to see if its running in admin mode.
You may need to install Directx 9.c redistributable package also you may be missing other software cannot remember off the top of my hat now but I think they are visual c++ 2005-2010 and the .Net frameworks from 2 up sometimes.

I think that when I originally ran win 8.
I had to install all the above, but when I clean installed win 8 then upgraded to win 8.1 I think I only had to do the Directx 9.c redistributable but I am not totally sure now that was a while ago.

If you look in the windows event logs you may see the exact cause.

Oh, I forgot do a verify for the game files as well. as SylenThunder says 3x verify is best.
There are old Warriors, and bold Warriors,
but there are very few old bold Warriors. b:chuckle

It runs great on Windows 8, same as it did on Windows 7 actually. It's just that the OS introduces some issues because it's not as backwards-compatible. It's also got built-in antivirus that will wreak havoc on the client if you didn't follow the recommended precautions about excluding the client and disabling it when downloading.

If you still have issues, post more info.
