Boss won't show up

I need to kill mini-boss, Deiciter White at 348 939 for my title quest, But it just not there!
I looked everywhere, i patrolled the entire area in 100 meter radius! i even flew to 78 height and i waited on him for over an hour to spawn but he never did.
Can someone please tell me where it is, If it has certain spawn time or if it's bugged

    The title quest (mini) world bosses got their drops removed, or well... removed, the table still exists, but the amount of drops they drop was set to 0.
    World bosses had their HP reduced to 10% of what it was.
    This was most likely done for the title quest too.

    What they forgot about, is that they STILL only spawn after 24+ hours once they are killed, which is rediculously stupid.
