Missing low level quests (Elf 1-19)

So I haven't really played since before the Earthguard patch, but I just decided to come back.
After doing the new starting area and getting to the Winged Elf area, I was rewarded with a bunch of EXP packs which got to me ~lv20 instantly(I wanted to wait to use them, but both my bank and inventory were full of charms and other rewards). Since I like questing and I know they're needed for rep anyway, I decided to do all the quests instead of going straight to the higher level ones.

Once i got to Bamboo Village, I noticed that there's a lot of quests that are missing. The only quest there was talking to one NPC and flying back to Plume. The same thing happened when getting to Dreaming Stronghold. All the quests I remember doing were all gone.

I went through the lvl 1-19 quest guide just to make sure I didn't miss any chains, but it seems there are a lot of missing quests.

Is it because I used the EXP packs and got to 20 and can't do them anymore? Or have they just been removed?

    I had this happen when I came back and rolled my current Seeker. I figured that if the low-level quests don't disappear, your Available Quests would be absolutely overloaded with low-level quests by the time you reach 50-60. It would be pretty pointless for the system to tell you that you have an available quest in Archosaur that becomes available when you hit level 30, if you are say, level 70. That would make it really difficult to keep track of the quests that are going to give you the most benefit at your current level.

    Granted, if you haven't played PWI since before Genesis, I would also not be surprised if some of those quests got removed/replaced. :)

    This is the problem of using all those exp packs, you leveled past the max level for the starter quests.

    most quests disapears from available quest list within 10 levels. some even faster, some stay longer, some never disapears. if wanted to do them then should have picked up available quests before eating exp

    Yea, you leveled past them. You can still pick them up when you rebirth I think...

    Yes, you can pick up quests you leveled past after rebirth (I was able to do a number of Earthguard quests that I'd already leveled past when the Genesis expansion arrived here.)
