Nation Wars - Expansion

So I read about the Cross Server Nation Wars and I am just a little bit confused. Will there be two Nation Wars going on? For example, one NW for non-ascended people and one for ascended 100+ people? Or is it that ascended people cannot enter NW again until they are 100+? Just would like a little clarification on it. ^^

I am a level 101 NON-ascended venomancer and I was just wondering, mainly, will I be able to go to NW with my ascended 60+ friends?
