Question about Sage Subsea Strike

Subsea Strike is one of the few skills I haven't got sage yet. I saw the book in game and it said the amp affect was increased BY 50% http://www.pwdatabase.com/pwi/items/27584
Yet, when looking on ecatomb, it states that it is increased TO 50%

Can someone that has the skill learnt or knows for sure which one is correct share their knowledge?

    It's to 50%

    Much like how Sage BP is an increase to 3% and not by 3%.
