New Check In/Check Record = Missing Absent Note/Re-sign Order

So I searched high and low for an answer to this and found no threads posted here nor anyone in game who has the solution, so I decided it is a Quality Assurance issue and needs a post here in order to possibly achieve some resolution since this is a topic of some distress should anyone else attempt to locate a "re-sign" order in game.

While looking at the Event Calendar after clicking the new calendar icon near the mini-map in the upper right corner or the screen, There is next to the "check record" button a question mark symbol which when moused over reads "Introduction."

Clicking on this "introduction" button brings up a Introduction tip box. In this tip box is described the "Re-sign" order which essentially should allow one to change an "absence" on the "check record" calendar from a "black troll" looking thing into the "happy tiger" looking icon.

There is no quest nor any item of this nature anywhere in the game as far as I have found.
If you should say it is for "future" content, then please make the necessary textual corrections to the "Introduction" tip. If there is a quest or an item of which I and my in-game associates have overlooked, then please explain where to find the quest or item, thank you.

    hehe no wonder I couldn't find any info on this. i guess no one during my playing times has even been able to see this event. so only certain folks playing at obscure times will get a chance for the "Re-sign order" also known as the "Absence Note" with 3% chance from this reward box -- http://www.pwdatabase.com/pwi/quest/29467

    It's also pretty typical for "Info" tips to be worded in un-localized torturous english while the actual item goes by a different more understandable translation.
