Downloading problem

Ah it's been a long time without PWI. Got too busy with real life. Things have changed a lot. I miss the ability to download from torrent. Now there is Arc. It's complicated, for me at least. It won't even download. I have over 20 GB of free space in the drive I am installing it into. It's stuck at 0%. Are there any alternatives? Torrent or direct download link?
