Flower Baskets in Arch?

Anyone know why there are a bunch of flower baskets on the ground in arch? Next to the middle between north and east.

    Hmmm I saw those too. Maybe new event coming up? That would be fun. I enjoy Arch Assault for the DQ points.

    There is also a flying pig npc (Tien Peng) in North arch by the Realm of Reflection Portal. Want I want to know is how can some people on Morai server get quests from this npc to get Holy Pills, but no one on Dreamweaver server can?

    LOL, HT is raging about how long this quest is vs. how tiny the reward is!

    Everyone got SO excited about the first billboard quest. Tons of people QQing that it's just crappy pots and 2 holy pills for a reward. I think they would have had better luck if they didn't give any reward at all, just some mysterious saying for people to ponder at the end.

    Is it possible the lowel level quest does not complete? My lvl 68 cleric gets stuck on the second time needing to collect lady in the moon's incense and carrots (same items as the two previous parts of the quest). She can't pick up the items, the quest only says to talk to lady in the moon who shows an open quest symbol and has nothing else to add.

    This is on Morai server.
