    In this post i'll simply compare the multipliers of the two weapons
    This means that I'm ignore the aspect of differences in weapon base damage from grade difference, refinements, shards, buffs and whatnots.

    SS gives a 15% overall damage increase due to its 15% chance for +100% damage
    GoF gives a 20% overall damage increase due to its 20% chance for +100% damage
    G16 gives 40 atk as its base

    Damage formula will be
    Overall Multiplier ( Base Damage + Bonus Damage from Atk )

    Sacrificial Strike
    1.15 ( 1 + (Atk-Def)/100) = 1 ( 1 + (40+Atk-Def)/100)
    Assuming Def is 0 for PvE situation
    1.15 + 1.15(A/100) = 1+(40+A)/100
    .15 + 1.15(A/100) = .4 + A/100
    1.15(A/100) = .25 + A/100
    1.15A = 25 + A
    .15A = 25
    A = 166.67
    For Sacrificial Strike to equal +40 atk level in overall damage increase you'll need at least 167 Atk level for your base.

    God of Frenzy
    1.2(1 + (Atk-Def)/100) = 1 ( 1 + (40+Atk-Def)/100)
    Assuming Def is 0 for PvE situation
    1.2 + 1.2(Atk/100) = 1 + (40+Atk)/100
    .2 + 1.2(Atk/100) = .4 + Atk/100
    1.2(Atk/100)-Atk/100 = .2
    .2 Atk = 20
    A = 100
    For God of Frenzy to equal +40 atk level in overall damage increase you'll need at least
    100 Atk Level for your base.

    Final Notes
    In PvP GoF is usually preferred as a Crit + Zerk is usually enough to punch through even the toughest of charmed players defenses.
