Can someone explain?

I'm not sure if this is the place to ask this question, but I couldn't find anywhere else.

I need an explanation. I have Sage Take aim which says it deals 400% weapon dmg but I deal only 2x more damage using this skill rather than 4 times more. I probably don't know how this system works, so can someone please explain? Thanks.
