PV glitched?

I remember I tried soloing this a long time ago and just got destroyed but I decided to step in again and it was just a joke. Mobs did almost no damage and I could just attack with a ranged ability to pull one at a time if I wanted. I don't remember it being this easy nor do I remember being able to pull one mob at a time, is this a glitch or did they really nerf it that bad?

    I do pv(both 95+ and 100+) almost daily and it still knocks a good chunk off my charm every time i do it with gull buff + shining pill, so I don't see any nerf with it.
    full 3r9 +11/12 (still using immac shards though) w/o CSing, leveled to 105 spaming pv, yes i have no life =D

    Mobs still hit me for same damage and i still kill them with my combo.
    i have not noticed any difference when pulling 1 mob at a time since i pull the instance.

    However, a new bug that has come up since the last update.

    You can no longer activate the mobs with players in a party outside the instance.

    Scenario A ( no bug)

    Player is without a squad and enters the instance on his own.
    The player then takes the quest to spawn mobs, after they have spawned he invites squad members to join him.

    Scenario B ( bug)

    A player is inside the instance and with a squad. the squad however are outside the instance and have not entered yet.
    The player starts the quest to spawn mobs, Mobs spawn but are swiftly deleted.
    Side note - when the player enters the instance in a squad, it takes some time for the Token quest to activate. took around 30 seconds for my 1 st attempt.

    Scenario C ( no bug)

    all squad members are inside the instance when the quest to spawn the mobs is taken.

    The text in red, I've been doing PV daily and several times people have been outside the instance, however, I've never had this bug.

    Scenario B happens if one person is NAB and accidentally takes PV 95 instead of PV 100.

    Had it happen before expansion, haven't made that mistake since though.
