Sould Shatter (veno skill) ignores my attack levels

Introduction
Soul Shatter is a skill from Morai for venos. The veno creates a doll from a player, and then the damage that the doll gets is received by the players. I thought this skill was doing too little damage. So then, I made some tests that proved this skill ignored my attack levels. Is this how is supposed to be? Is it supposed to ignore the veno's attack level?
Skill Description

In game description: Link's the target's soul to a cursed doll. The target takes 100% of all magic damage dealt to the doll. The doll also slows down the target by 30% for 10 secods. The doll lasts for 12 to 28 seconds. The duration of the cursed doll is determinaded by both player's soulforce.

How this skill works: When you use this skill on a player, a doll will appear right next to them. The doll is immune to physical attacks, and anyone can deal magic damage on the doll. The doll takes damage, and the player takes it too.

The problem

The in-game description says it should be a 100% transference of damage, so therefore, if I dealt 5k damage on the doll, the player should take 5k damage too. However this is not the case.

I noticed that this skill doesn't consider at all my attack levels. I made a few tests which are summarized on the following table:
Note: I did not use a weapon, so the damage was constant

Blessing used.....Total attack level.........Damage on doll........Damage on player......Difference

After this I made a last test in which I removed all the gear that gives any attack level. I dealt 618 damage on the doll, and the player received 618 as well.

This proved that the skill doesn't consider my attack levels.

Reproduction
You need a level 100 veno. First learn the skil soul link, and then you can learn soul shatter. After that, use the skill on a player. Test it with blessing and without it, and you will see the damage doesn't change.

    Don't you have to count in the defense and def levels from the linked player though, which is reducing the damage?

    My target had zero defense level

    And regular defense reduction?
    Then again that wouldn't make sense why without attack levels the damage is 618 / 618

    Since the damage from the doll was constant for all 3 cases, I believe it does prove that attack level is ignored. The question now is, is this a bug or is it intended?

    Good question! I'm sure some programmer keyed in these formulas and that type stuff to verify what's really happening here, so let's hope we hear about it soon.

    It also doesn't apply damage increased by debuffs such as amp, poison or magic attack buff (casted on doll or player, it doesn't matter) I'm pretty sure. I didn't play my veno a long time but last time I checked (before reflections patch I think) damage was the same no matter how much you debuff the doll or buff yourself.

    Amps don't work at all, but decrease of magic defense on the player or doll works.
