Archer Genie Skill Stunning Blast Question

Does anyone know what the base % chance to become immune to immobilization of Stunning Blast is? I only see in the description that every 4 dex points increases the chance by 1%.

    Pretty sure it's almost 0. Then again I've never had it on a genie with <5 dex.
