fix public quest 3

So what do we have to do for public quest 3 to get fixed? Ran it the first time and whole squad got reward and it worked fine. The second time half the squad kept getting fails every step of the way and it would loose their contri to pick the quest back up. It ended up that half the squad got no reward due to this- Please fix the quest fail thingy. It is low enough on the rewards versus time and effort and cost to do already, and with this it is just not worth it.
