NPC - Morai - Nation War NPC spawns on Saturday?

This isn't really a problem so much as an oddity. :P I heard some people in world chat tonight linking Nation War Entry passes, talking as though NW was working on a Saturday. I wrote this off as the standard pranking and trolling that goes on in world chat, until I went to do my BM's morai dailies an hour or so later. Sure enough, there's the Overseer offering the quest to get a pass.

So I thought, what the hell, I'll see if it works. A minute later, my Barb has a pass and I attempt to launch it. Nothing happens. For a minute or two I get the message which says "cooldown" when I try to launch. Eventually it cools down and I try to launch again, still nothing.

I guess one of two things happened here: (1) I was ineligible to enter for whatever reason, or (2) NW didn't actually happen and the NPC spawned and offered the pass for no particular reason. Most likely the latter. But the fact that the NPC spawns at all is rather strange. I didn't test this in any other locations in Morai (I was in Luminance in the screenshot), although I passed by the North Archosaur forges around the time of the world chat pranking and the Overseer wasn't there.
(EDIT: Visited Corona area and found an Overseer there as well)
