Is Blazing Arrow significant?

I have three questions.

1) Does Blazing Arrow add lots of damage?

2) Does it add fire damage to ranged weapons other than bows? I'm asking because of the skill's name.

3) Does it go through Psychic Will?

    I'm not sure I agree with the first one. My dmg on ppl with expel/will on is pretty bad. Like not even 4 digits bad.

    Has it ever occurred to you to try shooting at the same mob with and without blazing arrow on to measure the increase in damage?

    To be fair, he didn't specify PvE or PvP.

    Well. The third one he did, since mobs can't use Psychic Will.
