Spring Event Glitched? Serpents and Dragons

So we got an announcement in red text of a Spring Event called Dragons and Serpents near Frigid Bay south of Tellus. A bunch of us arrived and found the NPC, took the quest, and then nothing. We've been standing around here for over 20 minutes trying to figure out how to get the first quest that it tells us to do. The NPC simply stopped talking after we took the inital event quest.

Anyone else on other servers having the same problem? Or did you find a solution?

(we are all getting really annoyed)

    It is bugged. The quest won't move on. Some members from my faction even looked around in several places but nothing so I'm guessing it needs to be fixed.
