NW issue - level restriction in shroud?

Anybody else gotten this? Don't worry i submitted a ticket
Was in shroud for NW meetup as usual, and I cant take the quest for the NW pass till level 100.. b:shocked This was not like this before, and I use NW for my lunar gear funding.
