Why are tokens of luck so cheap?

It's taken me a while to realise this, but why are tokens of luck so cheap?

Packs that usually contain 15 of them are 40silver. At current gold prices, that means each token has cost about 37k.

However, Arch is full of catshops selling tokens for about 12k.

So how are people able to sell them so cheaply?

    That is because tokens of luck are misnamed and are tokens of bad luck actually.

    Packs are a gamble. You dont buy them for the tokens. You gamble for that 0.01% chance to get whatevery godly item your pack can provide but mostly you lose. When you lose, you get 15 tokens to make up for it a little.

    Look in the boutique agents trade windows & compare the price of tokens to what it would cost you in-game to make the same item(s) from npc's. Not all items mind you, it's the more available ones which keep the price down.
    Then throw in a li'l competition for your daily/weekly variables in price.
