Crafting step 2

Sorry I didn't find anything answering my question. I recently crafted a 3 star item but have not seen if that will be accepted. The quest says 2 star. Would it not make sense to allow 2 star or better? please advise.

Only 2* items will work. Would be nice if 3* counted because I made a ton leveling mine. Almost wanted to cry every time I made one instead of the 2*.
