Broken Hotkeys

I searched and nothing came up, but is anyone else having the problem? The hot keys (F#) are cloned. As in you put a skill/item in one row, and the same icon appears in the row 2 over from it. This only just happened recently too! Any known fixes?

    "~" and "V" swap the hotkey rows. You can expand your bars and uncheck them to keep them from rotating.
