no supply stash quest at start

So I just started a new character, and everything's going fine until I realise - "Hang on, I should have a supply stash by now" so i go about trying to find where I need to go to get it and, nothing. I go to the right NPC (as far as I can tell, Instructor Yeeg for a seeker) and theres no option for supply stash.

Am I going crazy or are you supposed to get one almost immediately?
Or am I going to the wrong guy?
Or have they stopped giving them out?
