Random stats when manufacturing?

Sorry if this was already answered, but I couldn't find any related thread.

When I manufacture normal weapons (no molds), it sometimes gets random stats. Most of them suck, except when I once got Critical Chance +1%.

The question: Is it possible to get Minus Interval Attack Speed when manufacturing equipment, or it's restricted to special weapons?

    It is very much possible to get -Interval on a normal gear also :P
    The chances are little but it is possible.
    There were some lvl 90+ blue bracers floating around WC the past weeks with -0.05 on them.
