Missing Quest - Gifts from Above

So, it's a little while since I last made a character, probably around 3-4 months now.
But I've just returned to begin a tutorial series for Youtube, and in my first few minutes back I've already had a problem.

I'll explain:
I create a brand new Wizard, login to the game, go to take my supply stash quest and my first mob quest. But there is no Gifts from Above at the Guide. And it's never appeared since.

I have no idea why, or if it got changed in a patch or something I didn't notice, so please could someone confirm if the supply stash quest is working or not.

If neccessary, I do have video evidence which'll be uploaded soon, as I was filming for Youtube at the time.

It's a known thing. A replacement is in the works since it won't be back for a while.

Not quite.

It's not exactly a true replacement right now, but it does have the potential to be one.
