FB39 Tabs missing?

Ok so i hypered a new archer to 60 and was doing culti for FB39. I got the quests from heavens tear for te mobs and bosses and whatever but none of the NPC's on heavens tier platform have the 39 tabs?

I have emptied my bag, and i have 7/20 quest slots.

So where are the tabs?
Physically Disabled Gamer ~ I play with nerve damage and loss of motor skills in my whole body which makes it a bit harder to play the game. Yet I have fun and love to make friends.

P.S. If a video game makes you rage it might be time to uninstall it. ~ IJS. b:bye

    You get the tabs from the Celestial Elder.

    "Level: 39 - 50"

    Your archer can't get them because it's already out-leveled the quest.

    i knew where to get them but wondered why i wasnt getting them... ty

    and yes i checked the database for the answer before posting...
