Nation War Level Divides

I'm sorry if this has already been suggested I searched for a thread on it, if there is one link it plz. It's hard for lower level players to get money by doing nation war. Most lower levels just get one shot over and over again by lvl 100+ players. But if there were a separate nation war for each level range (i.e. 60-69, 70-79, 80-88, 89-99, 100+) it would make it much easier to enjoy nation war and get money from it for anyone not 100+/not very well geared. Just a thought, opinions are welcome. b:thanks
