Supply stash missing ?!?!

Hello,
Today after a long time I made a new character on Santuary server.
I know from before that I should get my supply stash at a very start from the NPC i take my first quest from, but now that did not happen, I did not, I repeat did NOT even see the quest.
So I was wondering do I get it later on or is something wrong????
Once more this is my new char after some time so I do not know if something changed.
