    If I'm not mistaken, I believe elemental shards just add elemental damage to physical or melee attacks/skills. So, adding an elemental shard would just add a small elemental damage to your physical skills, and I believe it does nothing for magic attacks/skills (in the same way wizzy buff only affects melee damage.
    Do not quote me on this. I am not 100% positive and my answer is only based on what I've read, stalking the forums.

    I can say for sure, however, that garnet shards would increase all of your damage, since our elemental skill damage is taken from our physical attack, the same way our physical attack is.

    I'm assuming you wanted to shard with metal shards to increase your metal skill damage, and my post is based upon that assumption. If this is incorrect, you can disregard this post. :P

    you are correct, elemental shards don't add to the power of physical-based elemental skills. Shard your swords/blades with garnet. If you read skill descriptions, they say "Inflicts metal damage equal to base physical attack +xxxx." This means the more physical attack you have, the more elemental damage you will inflict. This is why elemental shards really don't make sense here.
