anyone else having trouble with random quests

on one account my lvl 4 skill quest disappeared and the charm to transforms u into a turtle was never given to toon and i have a timer that refuses to count down.

on my secondary account i have a quest doing the kuhu's that will not count down as i kill the mobs required to kill it. that is just two of the accounts i've used recently i have 16 toons between those accounts

    I don't know for the rest, but for the quest for level 4 skills you can take back at the npc.

    the skill quest isnt in the quest list or at the arch elder, cause i'd have trashed it to get it back if i could its just not there.

    The quest for lvl 4 skills isn't at the Elder anyway, it's at the tailor/craft/blacksmith in arch, if I'm not wrong for the tailor/craft is the ones in south Arch and for blacksmith the one in north Arch
