nub genie question.

I was looking at the genie skills and i was trying to lvl old ones up and get a new one. i see the skill weakness and i was wondering if i use that does it work against bosses or is it mainly a pvp/pve (non-boss) skill?

I am asuming you are talking about the skill Elemental Weakness, this one will work against bosses except for its slow effect which most bosses are immune to.

Still i wouldnt recommend it as a skill in general and especially for cleric for the following reasons:

The skill decreases magic resistance and increases phsical resistance on its target, for a cleric that isnt all that good considering one of your basic attack skills (Plume Shot) is a phys attack cast. That means you will decrease your own attacks and even if you use Great Cyclone in combination you will end up break even at best, also Cyclone already has a better slow than this genie skill.

Also clerics already have good debuff skills with Dimensional/Elemental Seal, ofc these skills decrease your own defence but in most cases a cleric isnt killing anything except normal quest monsters on its own (highlevels might be an exception here), and since you aren't (or at least shouldn't be) the main target in a bh/boss squad you shouldnt be worried about using the seals since their debuff also is higher than Elemental Weakness.

Last but not least by increasing phys def and decreasing mag def you are pointing the attention of the boss to the wrong group, the casters. If your tank does less damage and lets say a wizard doing more damage it might happen that your wizard will take aggro of a boss, which will only make your job as cleric harder or get the poor mage killed.
