What is the most effective way to build up rep?

Obviously the cheapest way would be to do quests and BH, hoping for darkness stamp drops.

Are there other ways?

    One Man Army quests give 1-3 rep (depending on level of quest) and are endlessly repeatable.
    Daily Treasure Map quests give 25 rep minimum, possiblility of getting 400 if you get a map 5 (25 + 50 + 75 + 100 + 150), plus extra if you get an item drop that's tradeable for rep at Sharp Spear. (Must be level 60 for map 1, plus 10 levels for each succeeding map.)
    Justice orders... I forget, do they award rep?

    No darkness stamps above FB59, so stamps peter out after level 79 and BH in Disaster ends (not even considering drop rate nerf for being increasingly over level.) You do occasionally get dog tags or officer badges as drops in higher level BHs.

    Level 6 darkness stamps drop in PVE TWs, but that's basically a once per map reset affair, so can't be counted on.

    Grinding in Heaven or Hell will result in a trickle of dog tags. Assault on Archosaur is a pretty good (though rare) source of dog tags, if you stick around for the whole event. (Wraith Attacks, being briefer, provide lesser amounts.)
