Alternate locations for Overseer Aeban?

Does anyone know if Overseer Aeban (Nation War NPC) appears in other places besides N. Arch? Looking to avoid the lagfest of Friday night.

Found the NPC in pwdatabase, but it doesn't list locations for him.

    Every major city.

    Given the small time frame we get to go into the event, and the lagfest the Archo NPC turns into, I went scouting the npc's location in LC earlier today. Like truekossy pointed out you can find the npc on the coordinate asistant, although apparently it won't spawn until little before the actual event. You can find his sidekick/lackey tho (can't remember the NPC's actual name) at roughly the same spot.

    Once again, from what I know we get very little time and every location is likely to be flooded with players, so plan well in advance and have a plan B well mapped out in case you need to get to the NPC in a different city (paranoid, I know, but not a bad idea for those with bad connections likely to head towards the heavier traffic Archo npc). I had my client crash in Archo, and this is the first time EVER this is happened to me as I usually get a very stable connection, so I do recommend approaching with the best performance feature on (switch it back off after you get in) well in advance of the start time.

    While I'm choosing LC myself, the city's easy layout has a good chance of making it the second most sought after NPC, with Etherblade next, then Plume City, as some people may not realize these guys are apparently (don't take my word for it, just scouted 1 location) close to elders and it would make more sense to go to the cities with easier layouts (or those you're most familiar with from your 1st char) so Raging Tides and Tellus would probably be the best bets if you want to avoid crowds at all costs, as they seem a bit more complicated than the others (do still look for the NPC well in advance) even to those who have played chars belonging to each of the races based in there. No idea whether cities like Streams or Dreamweaver will spawn NPCs but I wouldn't take the chance without first checking.
