Earthguard eyes + more

Hi.
I want to ask about the eartguard eyes and hairs etcetc. I see meny people with it and they saying that its announsed that its alowed. I cant find it really and i wanted to ask a gm if its actually allowed to have that again. Havent been playing for a long time and when i did it was not allowed.
