Combining Forge?

I'm am curious as to where the Combining Forge is. I've asked my faction where it is and I was told that it was the Jewelcraftsman, but he only does jewels (I've checked). What I need is for herbs. And I'm not loosing my mind, it does/should exist. I've googled it and have found old forum threads from 2009, since this is the end of 2012 I figured there would be more about it.

    Doesn't exist in game.
    You'll just have to dig the higher level herbs
