Transfer- no character?

Just start yesterday and was wanting to get starter pack since i had already buy from Zen shop for star trek online i decide to do the same for PWI

Buy a few zen and i want to transfer to my character and when i choose the game it say No character instead of server choice

I have try with both IE and Google empty cache and restart computer.

As well my character appear in the core section - have achievement for my character

    Make sure your character is at least level 10 before you can use boutique items/transfer zen.

    Ah that must be it, i am only lvl 9
