Morai Supply Confusion

So I can buy skills and items from the Shroud Basic Supply perfectly fine, but for some reason I can't buy anything from the Shroud Advanced Supply.

I'd like to buy Share the Stealth. Not because it's greatly useful but because frankly I find it hard to find things to do so I started doing all the Morai quests in shroud so I could get that one skill.

I've gained 690 Influence and the skill costs 675 Influence so..

Dafuq? lol

I'm not exactly sure if I've missed out on anything I need to get or if I've done something wrong so please let me know what's up.

Holding your mouse over a tab on top of the windows tells you how much you need to have.
