Do they still allow non aps/refined people into nirvana runs?

Logically, whichever asked first.
Even MORE Logically, I'd take the r8 sin, because the r9 would have an easier time finding a squad on their own.

A R9+12 Sin probably wouldn't even join a 5 people squad in the first place (unless it's a friend/faction run) so that point is kinda moot.

How else can people get experience? I will not let a noob R9+12 in my squad if that person don't even know how to play the class.

Then i prefer one with lower equipment that knows how to play..

I know time is money in Melee nirvana, but why waste 30 minutes to get a full squad with 4.0-5.0 aps, when you can get plenty with 3.x within a few minutes?

Because you will now spend those 30 minutes to run Nirvana, not to mention pay more in repair/charm/food costs.
