Harbinger of Fortune Woyn

Hey Guys,
hope ur enjoying new content, and sorry if it has already been asked but after checking the new content, I noticed a new npc in South arch called "Harbinger of Fortune Woyn". Since I couldn't find information anywhere else can somebody tell us what this npc is supposed to do, or what is his main quests?

    it gave my nab lvl 25 cleric hp&mp charm with 24hr timer. both have 75k on them
    Ghanima 101 wiz, DaKaaN 101 BM, Ra\/en 96 Seeker
    Quit this game for another one called real life b:shocked

    That npc gave my cleri lvl14 mp and hp charms, but 35k and 45k on them. So it depends on the lvl i guess. Also my 60 seeker didnt get anythining, so it might be bound to some lvls or 1 timer per acc
