Faction base - downgrades?

I've already looked over the wiki's info here in full. One thing I don't see reference to anywhere, including from other sites and forums, is downgrading structures. Specifically, the method of upgrade leaves me to believe they can be downgraded fine, but can the cosmos points be reassigned somehow, and if so how?

In this case, given a L30 base with Monolith VIII and by relation Kirin L7, if the monolith was downgraded to say, Monolith VI, could Kirin also be downgraded to L5 to allow the TP and constellation points to be spent somewhere more useful for a max-level base?

    As far as I can tell (as a faction leader with a base), cosmos points aren't reassignable. You can downgrade a structure (did it once by mistake), but unless you need the resources from it to build another (and I don't see any real reason why you should, you accumulate more resources over the course of reaching the next base upgrade than you need) I don't see any reason to do so.

    Well, I suppose this mainly depends on if tech points and constellation points are the same thing. Everything I've seen talks about them as separate entities, but it occurs to me that in screenshots I have never seen reference to them separately. Either way, at max level you'll have 64 tech points with a max level structure requiring 22 of them, leaving only so many structures you can possibly have at higher levels. Monolith helps immensely with the process of leveling the base, but at level 30 it becomes less necessary to have it as high, meaning a downgrade would leave room for other structures to be advanced a bit.

    If constellation/cosmos points and tech points are indeed different, then depending on the rate of gain on cosmos points, this entire question may be irrelevant.
