Perfect Questmaster was murdered?

I recently noticed that in every city the perfect questmaster was absent from his duty to LEVEL ME UP! He isn't in his usual location, and i have no clue where he is. I use auto walk to find him but it brings me to no one, just where he should be. I think he was murdered, if anyone has any clue where he is please tell me, i hope hes not dead.
