    My original theory was that it was to prevent sins/seekers from porting through the walls. Though since these mobs are passive that isn't the case. I have no clue anymore what they are for other then just to be baddass thing you dont touch.

    There are NPC's with quests up on top of some of the walls as well.

    This. The mobs were confusing, but it's not the first time I've seen currently useless, yet deadly mobs in places they shouldn't be.

    Just more of the wasted space in this game. You can go all over the place and find things that look to be unfinished.

    If my research is correct... it was part of China's version as a lottery quest giver.

    The reason we know nothing about it is due to our version not participating in this. It has something to do with August 10th.

    Or I could be all wrong and it is a secret npc to activate the killer snowmen in arch on Dec 21nd 2012 so PWI dies when we are supposed to.

    For a Quest called Escaped Ones. Not sure why there are three, unless its some type of contest/race.

    Looks like the reward is pretty crappy.
