PWI_v639_Installer Issue

PWI Downloader continues to crash and freeze up after I agree to the terms of use. I've checked other threads from the PWI-Forum having the same issue as I but nothing has helped me. I tried two things that I thought would work. Which was;

-Run the program with Administrator Privileges.

-Take down any firewall or antivirus things that could prevent the download from happening.

However these two things didn't help me at all. I attempted reinstalling the game six times and still the downloader continued to freeze up. I'm not sure what I should do or what exactly is causing this.
