Disconneting started again

For about a week or so i havent had any disconnecting problems, it was perfect, but all of a sudden now im geting disconnected once again every 5 minutes after logging in. after running a tracert test on heavens tear server these were the results..

I submitted a ticket and they replied "Hop 4 times out, and hop 2, 3, & 4 looks like your ISP is slowing things down or thortling game traffic. You can try contacting your ISP and ask them what you might be able to do to improve it.

Can someone explain to me what that means? I have verizon internet. and i have no idea why it randomly starts disconnecting and then runs perfectly for about a week then randomly starts disconnecting again.

    When you're getting a high ping like that straight from your ISP, it's time to reboot your modem/router. If that continues, it may be a faulty device and you will need to contact them about it.
    Some equipment is just cheap and you have to reboot it once or twice a week to keep it working good. that's exactly why I don't use my AT&T modem for anything other than providing the connection for my real router sitting behind it.

    You second hop there should not be greater than 11ms under normal conditions and it's usually less than 5.
