Haven't seen a lot of discussion about this skill. Just got it today, so I did some testing.
25m range, 50 chi, 2 minute cooldown
40-100% success rate depending on level and soulforce difference
does not do damage
PVE
I was hoping it could be used to lure mobs so that I didn't have to switch to my crappy zeal genie. So can it? The answer is yes... and no. I went to Hell and tested against the nonmoving mobs there. Sometimes the skill will not agro adjacent mobs. And sometimes it will. Tried this several times and got random results from this. So I would not recommend using this as a luring skill - it's chancy.
The mob you target is always agroed, and will attack immediately. In one case a flying mob used it's magic attack on me at 25m range, *then* it was pulled in.
The chance of failure applies to mobs as well as players. It's not terribly reliable against mobs even as low as level 95, so I'm guessing that either soulforce doesn't apply or monsters have high innate soulforce. Maybe a psychic can answer that. b:chuckle
Went 0/4 successes against delta bosses. Bosses may have some kind of immunity (stun immunity?). 2/2 against the ? level mobs there, so level 150 doesn't seem to be a serious detriment.
PVP
Did some duels outside West Arch. My soulforce is 15k. The skill succeeded 4/4 against a 28k psychic, and 1/1 against a 20k BM. Psychic's reflect status skill does not work against it. b:victory
Admittedly this is a small sample size (2 minute cooldown for the lose), but it seems pretty reliable. Looks like this will be a useful TW skill.
If you are on the ground and your opponent is flying, they are dragged to ground level but still flying.
I did not test how soon the opponent can move away after being dragged, didn't think of it at the time.
Anyway, overall it seems like it's not too useful in PVE but pretty good in PVP.

Another good use of this skill is that when you are flying and the opponent is on the ground, when you pull him up, you have enough time to stun lock AND the opponent starts falling when you pull him, so there's no way except genie to avoid it.
Though, I still went luminance for the last resort aoe stun instead of this after corona. Will give you some results tommorow when I get it.0 -

I've actually used reel in to pull a barb away from a group just before the arma - wasnt captured in video. So theres a lot of practical uses for it in group pk. In 1v1 not so much, unless u couple it with occult ice for insta stun. Because the second reel in releases your target can stun u or leap away before ur aoe stun or drake bash channel finishes.
Should also note it doesnt pull anything thats paralyzed or already stunned.0 -
Got Flame Tsunami today. It does exactly what is written on the description. Found it really handy when getting ganked and roar is on cooldown or there's no chi for it (flame tsunami costs no chi)0

Does flame tsunami do ok damage? Did you use it during charm cool down or were you uncharmed? Is it worth still playing this game to get it? I am more than halfway to getting it but I was thinking of leaving the game. Should I stick around and get it?0

It deals really nice damage, certainly a nice addition to bm skill collection.
Worth playing for it alone? Don't think so there are many other nice skills, this one is used especially in charm tick and low hp after charm tick situation when you are not stunlocked in the first place to use it.0 -
Thank you for your response. Just a few last questions: Is is broken like sword cyclone, does it go thru AD/IG/spark? And how much soulforce do you have? Just so i can get an idea on damage it will do.0

Haven't tested if it stuns through anything, but it doesnt need soulforce0
