Need some help..badly!

I've been working with the Tune for several months and my armor makes me want to cry. I had understood there was a way for "any" player to be able to get Rank9 gear through Medal of Glory and the Shards, but I can't seem to find the web page that PWI had posted on it anymore.
LV 60 Veno with Vit 78 Mag 187 Str 50 and Dex 13

    You can no longer get medals of glory or mysterious chips from DQrewards (if that is what you were thinking of), you have to get them from the boutique (or players who have bought them there.)

    You can farm mats and various items for coin and buy them through the boutique that way if spending your personal money isn't an option. It just takes a long, long time and patience and dedication.
