Im going to make a new character and I don't know, can I just skip doing normal quests when BH is available. I'd like to level in the fastest way. Waiting for opinions b:dirty

Well, the FASTEST way is...buy heads. (it had to be said)

But for "free" levels, it depends on how much you want to play it. Doing only your daily BH (and possibly Crazy Stone--more exp for not much dough) will level you in the least amount of PLAYING TIME.
In other words, it would allow you to just log the alt, do BH, and go play your main some more to do whatever. The flip side is that it not going to level you in the shortest time possible, since youre skimping on a lot of available exp from the quests and mob exp you would normally gain, AND you are going to have to grind/merch/farm on your main to buy it level-appropriate gear and skills, since the alt has zero income. I currently have a cleric that I basically do this with.

On the other hand, if you do your BH and then go do quests an grind on the alt rather than playing your main, you will accrue the experience ffrom killing all those mobs and completing quests, as well as earning enough coin to gear and skill the toon. Therefore, this option will get you leveled up in fewer days, but require more hours spent per day yo get there.
Things said during a Twizted faction PK session:
Slayer_of_Souls: you guys are such suck ups. none of you have attacked twid.
Twiddzly(fac leader): no, sere killed me already.
Slayer_of_Souls: he's out there waiting for us, isn't he. i'm gonna die.
Sereneai: b:sin why don't you come find out.
    Kinglkaruga: you go first dule.

Well Im going to make new character on new server which is closer to me in Europe and has lower ping so forget about main char.
What about normal quests to 20lvl and then level with Divine Emissary quests and later crazy stone, bh.. ?

Are you going to cash shop to finance your new alt on a new server?

If you are going to make a new main on a different server, I would honestly just do all your quests in addition to BH. On your old server you can finance it using your main, but on a new server, you will have to A) grind/farm for coin with your new toon, or B) Cash shop (possibly heavily) to finance it. The coin you gain from doing BH is NOT sufficient to gear a toon.

If you aren't planning on cash shopping this new main, and you plan on abandoning your previous main, you would benefit both in coin and EXP if you did all the quests. You're going to have to farm/grind anyway to put armor on your back, tasty pots in your belly, and pay tuition, so you might as well reap the rewards of quests while you're doing it....

Not totally true. There's also option C, not a bannable offense, but also not recommended by GMs. It's how I funded my archer.

Take your character on your old server, sell EVERYTHING it has that can be sold. Find a trusted friend that cash shops on a regular basis (And is active on your old server). Give him your coins you made on your old server. Have him charge zen and transfer the gold to your new server, and trade it to you on the new server. He will have to level an alt to 10 before he can trade it to you however, but come on, level 10...that's easy.

Beware of scammers when doing this, and don't do this with just anyone who offers. if you don't know the person you're probably gonna get scammed haha.

(For prices, gold was 1.7mil when I did this, and I gave him 2mil coins for every gold he purchased and transferred. Giving him incentive to do it.)

If you're not going to cash shop, quest and grind. Or quest and grind and farm until you have a merchanting nest egg, then merchant and BH.

Enough coin so you can set up a shop and start buying and selling items to other players.

Even better - make two accounts - quest and grind together on two chars, it will go much faster obviously, and learn about merchanting.
