Is it normal?

I am now 65 and i go sometimes to solo TT with my glacial. My glacial makes almost same dmg to bosses like normal mobs while i make much less dmg.
I hit normal mobs for 4k -6,5k with my skills but the bosses i hit for 1k .
And my glacial is making more dmg than me to TT bosses.
Why is that and is that normal?

    there is a damage reduction on monster above your level since tt bosses are lv?(=150) you do 1/4 of the normal damage

    And said damage reduction doesn't apply to pets or mystic/seeker summons.
