dino spawn Time

I just hit lv101 and would like to get the new dino pet. Is the spawn time for it random? Does it spawn 4-5h after reset? Thanks.

    Yes.
    Does it spawn 4-5h after reset?

    No.

    I'm not sure if any of the rares respawn 5 hours after reset anymore.
